Generally, to be eligible for HOPWA funded services, participants must show:
- An HIV-positive or AIDS diagnosis
- Family income at or below 50% of the local area median income for Project-based
or Tenant-Based Rental Assistance (PBRA/TBRA), and at or below 80% for other HOPWA services - Live in one of the 17 jurisdictions served by NVRC's HOPWA program:
Arlington, Clarke, Culpeper, Fairfax, Fauquier, Loudoun, Prince William, Rappahannock, Spotsylvania, Stafford, or Warren Counties; or the Cities of Alexandria, Fairfax, Falls Church, Fredericksburg, Manassas or Manassas Park.
The HIV/AIDS diagnosis,
income limit, and residency requirements are waived for housing information services. HUD, the federal funder of HOPWA, has announced that the 2023 income limits will not be available until sometime in May, 2023. Until then, the 2022 limits remain in effect.

The information will cover the Counties of Arlington, Clarke, Fairfax, Fauquier, Loudoun, Prince William, Spotsylvania, and Stafford; and the Cities of Alexandria, Fairfax, Falls Church, Fredericksburg, Manassas, and Manassas Park.
For all other Virginia cities and counties, select Virginia for the state and then the county or city needed.
