Medicaid & Other Virginia Resources

Each state offers different Medicaid services and other forms of medical assistance to low-income people.  Medicaid provides medical care for public assistance recipients and medically needy persons (i.e. those whose income can meet their maintenance needs but cannot provide the cost of medical care).  The program is financed by state and federal funds.

In order to be eligible for Virginia Medicaid, applicants must meet non-financial and financial requirements and must be in one of these

four major groups covered by Virginia's Medicaid are:

1. Medically Indigent Children and Pregnant Women (MI) -  Medicaid generally provides coverage to pregnant women and children with countable family income below 133% of the federal poverty level (FPL) who meet the non-fiancial requirements.  Eligibility under this component is determined without regard to the individual's resources.
2. Low Income Family and Children (LIFC) - Medicaid covers families who meet the non-financial requirements and the income and resource requirements.
3. Aged, Blind and Disabled (ABD) - Medicaid covers individual over 65 and individual with disabilities who meet the non-financial requirements and the income and resource requirements.  Medicaid covers Supplemental Security Income (SSI) recipients who meet the resource requirements.
4. Long-Term Care (LTC) -  Medicaid provides coverage to individuals who require care in a medical facility or whose care can be provided in the home and whose income and resources are insufficient to cover the cost of their care.

Virginia has a combined application form for many different types of assistance:

1. Supplemental Nutrition Assistance Program (SNAP), (formerly Food Stamps)
2. Temporary Assistance for Needy Families (TANF)
3. TANF Emergency Assistance
4. General Relief- Unattached Child
5. Auxiliary Grants
6. Refugee Cash and Medical Assistance
7. Medical Assistance - programs include:

• Medicaid
• Medicare Savings Programs –limited assistance for Medicare beneficiaries

• Plan First  –coverage limited to family planning services

• FAMIS andFAMIS PLUS for children under 19
  
• FAMIS MOMS for pregnant women
  
  Eligibility for full Medical Assistance coverage is determined first. If you are not eligible for full coverage, eligibility for limited coverage will be determined.

Another Medicaid program is the HIV/AIDS Waiverthat provides services in the community to individuals who are diagnosed with the human immunodeficiency virus (HIV) and who are experiencing medical and functional symptoms associated with HIV/AIDS that would normally require care in a nursing home or a hospital. Individuals must have had an inpatient hospital admission within three (3) months of the request for waiver services.  

As with all Medicaid-funded services, there are also financial eligibility criteria.

Services offered through the HIV/AIDS Waiver are:

For individuals who have been discharged from a hospital or nursing home and are participating in the Money Follows the Person project, the following services are offered for 12 months following a move to the community:

• Assistive Technology
