In a paper, “Strategic International Engagement at the Local & Regional Level,” prepared for the Konrad Adenauer Stiftung USA, NVRC senior regional planner Dr. Dale Medearis and co-author Ambassador Richard Kauzlarich (George Mason University Schar School of Policy and Government) highlight NVRC’s 20-year-old model of strategic, purposeful global engagement, the outcomes benefitting communities of Northern Virginia and the potential for replication by other local governments across the Commonwealth of Virginia and the United States.
Since 1999, NVRC has aided with the transfer of energy, climate resiliency, transportation, watershed restoration strategies and lessons from cities and regions such as Stuttgart, Hamburg, Bottrop and Berlin.
Dr. Medearis and Ambassador Kauzlarich highlight NVRC’s global engagement that focuses on:
- The unilateral transfers and applications of policy and technical innovations from overseas to Northern Virginia;
- An emphasis on outcomes through global engagement that contribute to Northern Virginia’s economy, environment, and communities.
- The prioritization of engagement with countries that are established policy and technological pioneers;
- The prioritization of engagement with countries connected to Northern Virginia through investment, trade, and tourism; and,
- Strategic partnerships, whenever possible, with Northern Virginia's commercial, academic, scientific, research, and civil society institutions to support the purposeful transfer and practical application of policy and technical innovations from abroad.
