The Northern Virginia Regional Commission (NVRC) is soliciting proposals from qualified firms to prepare a Military Installation Resilience Review for military installations and their surrounding communities within the Northern Virginia region. Interested firms must demonstrate knowledge and experience in resiliency planning, fiscal impact analysis, economic development, and military installation management and operations. This project ("Project") will involve supporting a community stakeholder planning process for the United States Department of Defense Office of Defense Local Community Cooperation ("DoD OLDCC"), specifically to address planning work for their Military Installation Resilience Review ("MIRR") Program for three military installations in northern Virginia:
- Joint Base Myer-Henderson Hall
- Fort Belvoir
- Marine Corps Base Quantico
The core purpose of the MIRR is to identify the risks, hazards, and vulnerabilities of concern as it relates to the ability of the military to carry out its missions on the installation that could be mitigated through investments and solutions outside the fence line in the community.
