The HOPWA (Housing Opportunities for Persons with AIDS) and Ryan White (CARE Act) programs have provided housing aid and healthcare to people with HIV in Northern Virginia for 30 years.   Won’t you join the team at NVRC to ensure these valuable services continue to reach persons in need through a network of subcontracted housing/human service providers managed by NVRC?  

Description:  The Federal HIV Contract Monitor establishes and monitors subcontracts among housing, healthcare, and human service organizations serving low-income people with HIV through the HOPWA and Ryan White programs.  The Contract Monitor provides technical assistance (TA) to help service providers under contract to NVRC to run their programs consistent with best practices and state/federal expectations.  The Contract Monitor reviews subcontractor reports and invoicing, conducts subcontractor site visits, and collaborates with subcontractors to develop corrective action plans if needed.   As part of NVRC’s Human Services team, the Contract Monitor periodically runs a Request for Proposals process to seek new service providers; this requires engaging diverse experts to read and rank proposals for funding and participating in team discussions to develop award recommendations.  He/she/they plan and conduct in-person and virtual meetings with subcontract service providers to hear how things are going, provide TA, and announce changes in regulations and policies.  The Contract Monitor takes part in meetings (currently virtual) with NVRC’s funders – Virginia Dept. of Health and DC Dept. of Health.  Position reports to the Director of Human Services.  

Contract Monitor also manages a housing and helping services website and occasionally interacts by phone with service seekers and service providers looking for information about and referrals to HOPWA, Ryan White, or other affordable housing programs.  

Key requirements for success include ability to evaluate subcontractor performance against subcontract objectives; capacity to resolve subcontractor service delivery, reporting, and recordkeeping deficiencies by providing or arranging for TA; and proficiency in interpreting federal and state regulations.  Position requires compliance with Washington, DC Mayor’s Order 2021-099 - COVID-19 Vaccination Certification Requirement for District Government Employees, Contractors, Interns, and Grantees which is found at:  https://coronavirus.dc.gov/page/mayor%E2%80%99s-order-2021-099-covid-19-vaccination-certification-requirement-district-government

Minimum Qualifications:  Any combination of education, experience, and training equivalent to: Graduation from an accredited college or university with a bachelor’s degree in human services (social work, sociology, psychology, counseling, public health, nursing) or a closely related field; PLUS, two years professional experience with federal grants and contracts.  Master’s or equivalent may substitute for one year of experience.   Requires a valid driver’s license and reliable transportation to get to work and attend external meetings. Position may be underfilled to align with applicant’s education and experience.

Preferred Qualifications:  Hands on service delivery experience with HOPWA, other federal housing programs such as Housing Choice Voucher, or Ryan White; knowledge of how assisted housing programs work generally; knowledge of human services in the Northern Virginia region; Federal grants management coursework or certificate; experience with simple webpage set up and maintenance; and bilingual in English and Spanish.
