Description:  As part of NVRC’s Human Services team, this position reports to the Human Services Director and works to set up and monitor contracts among housing and human service organizations serving people with HIV and AIDS as part of the Housing Opportunities for Persons with AIDS (HOPWA) program.  The Contract Monitor provides technical assistance to assist HOPWA subcontract service providers to operate their programs consistent with federal expectations, coordinates and executes subcontractor site visits, reviews reports, and works with subcontractors to develop corrective action plans as needed.   Contract Monitor participates in discussions re: award recommendations and engages diverse experts to read and rank proposals for funding.  He/she/they plan and execute in-person and virtual meetings with subcontract service providers to publicize changes in regulations and policies, as well as provide training.   Contract monitor manages a housing and helping services website; occasionally interacts by phone with service seekers and service providers looking for information about HOPWA and other community and housing services which may meet their needs.  

Key requirements for success include knowledge of data collection and reporting techniques, evaluating subcontractor performance against contract objectives, and proficiency in interpreting regulations.


Minimum Qualifications:  Any combination of education, experience, and training equivalent to: Graduation from an accredited college or university with a bachelor’s degree in human services (social work, sociology, psychology, counseling, public health, nursing) or a closely related field; PLUS two years professional experience with federal grants and contracts.  Master or equivalent may be substituted for one year of experience.  Requires a valid driver’s license and reliable transportation to get to work and attend external meetings. May be underfilled to align with applicant’s education and experience. 


Preferred Qualifications:  Experience with federal grants management, preferably on Ryan White, HOPWA, or other federal housing programs; experience with webpage set up and maintenance; Federal Grants Management coursework or certificate; and bilingual in English and Spanish.
