Description: NVRC is recruiting qualified candidates for a new, regular, full-time position entitled Deputy Director Human Services. This position is responsible for administration and management of aspects of the human services programs of NVRC, a council of local governments. Current projects include local administration of federal HIV care and housing programs, affordable housing development, human services information products, and interaction with other regional bodies and local government staff to address emergent human services issues of regional concern.
Unlike most human service work, this is not a direct service position but rather one which works with select subcontractors to deliver critical services to persons with human service needs or to ensure those with unmet needs can find agencies and programs that offer relevant help. These include needs associated with being HIV-positive, needing affordable housing, experiencing homelessness, aging, and other issues.
A significant amount of time in the position is spent on grants management activities. The Deputy Director Human Services (HS) works closely with the HS Director to oversee Housing Opportunities for Persons with AIDS (HOPWA) and Ryan White subcontract service providers, monitoring their activities in accordance with various laws and regulations. This position will evaluate service delivery and provide technical assistance or work with service providers to prepare corrective action plans to fix problem areas. Position performs site visits with other HIV staff and prepares narrative and statistical reports for funders and other agencies. This position will plan and execute periodic interactions with subcontractors to apprise them of changes in the grant, service delivery best practices, or funding. It will be the primary contact for programmatic and policy questions from subcontractors. It will also participate in workshops and webinars to learn the CAREWare client information and Provide Enterprise systems which collect and track client data to meet Federal requirements. This enables NVRC to meet reporting requirements and better serve Northern Virginians with HIV.
The Deputy Director HS will research and compile information on helping services, healthcare, and affordable housing program resources for a website, an online directory of services, and select resources lists, as well as perform roles in meetings with local and regional staff to address emergent human service problems and issues.
Position includes staff supervision responsibilities.
Minimum Qualifications: Any combination of education, experience, and training equivalent to: Graduation from an accredited four-year college or university with a bachelor’s degree in human services (social work, psychology, sociology, counseling, public health, nursing) or a closely related field; PLUS four years’ professional experience with federal grants and contracts. Masters or equivalent may be substituted for one year of experience. Valid drivers’ license or access to transportation sufficient to meet work responsibilities required.
- Experience with federal grants management, preferably on health/human services or housing programs
- Federal Grants Management coursework or certificate
- Experience with federal health care (Ryan White, FQHCs, Medicaid/Medicare, etc.) or housing assistance programs (HOPWA, HCV, CDBG, HOME, 811/202 programs, etc.)
- Previous work experience with persons with HIV
- Human service work experience in Northern Virginia
- Bilingual English/Spanish
