Description: NVRC is recruiting qualified candidates for the full-time, grant-funded position of Military Installation Resiliency Program Manager (MIRPM). Under supervision of the Director, Community and Military Partnerships, the incumbent will serve as program manager for the Military Installation Resiliency Review (MIRR) 2.0 Implementation Grant from DOD, Office of Local Defense Community Collaboration. The MIRPM provides coordination and support to civilian and military personnel tasked with implementing strategies developed during the Military Installation Resiliency Review. The Implementation Grant will necessitate strategy development involving regional stakeholders and three military bases in Northern Virginia (Myer-Henderson Hall, Fort Belvoir, and Marine Corps Base Quantico) and other federal facilities. The Program Manager will work with the localities to identify future funding opportunities and/or Intergovernmental Support Agreements. The incumbent will manage awarded projects and contractors once funded.
This incumbent will maintain relationships with Base Commanders and key stakeholders to build strategic partnerships that will support cooperation of the bases and the local jurisdictions in selecting and implementation activities. Finally, the Military Installation Resiliency Program Manager will coordinate the selection and setup of policy and technical advisory committees, to fulfill grant administration requirements.
Minimum Qualifications: Any combination of education, experience, and training equivalent to: Graduation from an accredited four-year college or university with a master’s degree in urban planning, public administration, business administration, transportation/environmental planning, environmental science, or closely related field: PLUS three years of experience performing project management, planning, or management work in the field of environmental science, transportation, economics, or planning; and prior military installation/defense experience.
Job Requires: US Citizenship, a valid driver’s license, a car to travel to and from bases and meetings, and must possess or obtain a Defense Biometric Identification System (DBIDS) Card.
Preferred Qualifications: Project Management Professional (PMP) certification.
